PRESIDENT'S MESSAGE

Over the past year as Chair/President of RAGCED, I’ve concluded we can dramatically increase our impact. I now believe that of all 25 Rotary Action Groups, RAGCED could and should have the broadest reach, and maybe even the greatest impact, of all. That’s not to say that RAGCED is more important than the other RAGs. All Rotary Action Groups do very valuable work for Rotary, but it seems to me there’s a possibility for RAGCED to have the greatest reach and impact.

The Rotary Convention in Singapore was a time of fun, friendship, and information sharing for members of RAGCED who volunteered to help Rotarians from around the world learn about community economic development.

Our stay in Singapore began on Thursday, May 23, with RAGTIME – a social gathering of Rotarians from different action groups meeting in an informal setting to learn about each other and develop opportunities for collaboration.

EXPLORING COMMUNITY ECONOMIC DEVELOPMENT STRATEGIES: KEY APPROACHES AND EXAMPLES
 
Microfinance and Microenterprise Development
Microfinance involves providing small loans and financial services to individuals or small businesses that do not have access to traditional banking services. This strategy empowers entrepreneurs to start or expand small businesses, fostering economic growth at the grassroots level. The Grameen Bank in Bangladesh is a pioneer in microfinance, providing small loans to millions of low-income individuals, primarily women. This has enabled them to start small businesses, generate income, and improve their living standards.

Workforce Development
Workforce development focuses on improving the skills and employability of community members. This can involve vocational training, education programs, and partnerships with local businesses to ensure that the workforce meets the demands of the local economy. The Workforce Development Institute in New York works with employers, workers, and communities to build skills and provide training that aligns with the needs of the regional economy. Programs range from manufacturing skills to healthcare training, helping workers secure better-paying jobs.

Community-Owned Enterprises
Community-owned enterprises are businesses owned and operated by members of the community. Profits are reinvested in the community, supporting local development and ensuring that economic benefits stay within the community. The Evergreen Cooperatives in Cleveland, Ohio, are a network of worker-owned businesses including a laundry service, a solar installation company, and a greenhouse. These cooperatives provide stable jobs, promote sustainable practices, and reinvest profits in the local community.

Local Currency Systems
Local currency systems encourage residents to spend money within their community, boosting the local economy. These systems often complement national currency and promote local businesses. The Bristol Pound in the United Kingdom is a local currency used in Bristol. Residents and businesses use it to keep money circulating within the local economy, supporting local businesses and reducing economic leakage.

Community Land Trusts (CLTs)
Community Land Trusts acquire and manage land on behalf of a community to ensure long-term affordability of housing and other essential community spaces. This prevents displacement and promotes equitable development. The Burlington Community Land Trust (now Champlain Housing Trust) in Vermont provides affordable housing by maintaining ownership of the land and leasing it to homeowners. This model ensures that housing remains affordable for future generations.

Social Enterprises
Social enterprises are businesses that prioritize social impact alongside financial sustainability. These enterprises reinvest profits into their social missions, addressing community issues such as unemployment, health, and education. TOMS Shoes operates on a one-for-one model, donating a pair of shoes to a child in need for every pair sold. This not only addresses footwear needs but also supports health and education initiatives in underserved communities.

Business Incubators and Accelerators
Business incubators and accelerators provide support to startups and small businesses through mentoring, access to capital, and networking opportunities. These programs help entrepreneurs develop viable businesses that contribute to local economic growth. The Y Combinator in Silicon Valley is a well-known accelerator that has helped launch successful companies like Dropbox and Airbnb. By providing seed funding, mentorship, and resources, Y Combinator fosters innovation and business development.

Public-Private Partnerships
Public-private partnerships (PPPs) involve collaboration between government agencies and private sector companies to undertake projects that benefit the community. These partnerships leverage the strengths of both sectors to achieve common goals. The redevelopment of Times Square in New York City is a notable example of a PPP. Collaboration between the city government and private developers transformed the area into a vibrant commercial and cultural hub, boosting tourism and local businesses.

Community Economic Development strategies are diverse and adaptable, each offering unique benefits to the communities they serve. From microfinance and workforce development to community-owned enterprises and public-private partnerships, these strategies demonstrate the power of collective action in fostering sustainable economic growth and improving the quality of life for community members. By understanding and implementing these strategies, communities can build resilient, inclusive, and thriving local economies.
